Ann M. Stark, B.A.
President WinMil, LLC and Stark Reality Communications

Ann Stark is the President of WinMil, LLC, a small woman-owned health communications and knowledge management business in Sterling, Virginia. She is also the founder of Stark Reality Communications and designed and developed a commercial line of prevention education products to support patient health literacy. As a digital communications consultant Ms. Stark has provided project management support for the design, development and marketing strategy for several Department of Defense health and wellness efforts. 


Craig Urbauer, MD 
Medical Director

Dr. Urbauer currently serves as WinMil's senior medical consultant, advisor, and peer-reviewer.

A native of Nebraska, Dr. Urbauer earned his Doctor of Medicine from the University of Nebraska. He also holds master’s degrees in public health from the Johns Hopkins Bloomberg School of Public Health and in strategic studies from the U.S. Army War College. Dr. Urbauer retired from the Army with the rank of COL after 22 years of service culminating as Chief Surgeon, National Guard Bureau, and Chief Medical Advisor to the Director of the Army National Guard. As an Army clinician he practiced both Urology and Aviation Medicine.  

Rosalba Fonseca
Marketing and Outreach

Ms. Rosie Fonseca serves as WinMil’s marketing and outreach consultant. With over 30 years’ experience in business management, Ms. Fonseca provides expertise by offering a diverse skill set including corporate relations, operations management, and business development.  



Kevin Mason, MD, MPH, FAAFP, FASMA
Population Health and Data Analytics

Dr. Kevin Mason currently provides multidisciplinary, expert advisory support WinMil.

Dr. Mason served as the Director, US Army Aeromedical Activity; Division Director, US Army Aeromedical Research Laboratory, Professor Aerospace Medicine, US Army School of Aviation Medicine; and Principle Investigator US Army Aviation Epidemiology Data Register completing approximately 200 data extractions, statistical analyses, and reports.



Judith S. Harris, BSN, MA, (CAPT, NC USNR, Ret.)
Director, Health Education 

Ms. Harris currently provides consulting services and advice to WinMil, LLC as a Health Education Specialist, continuing a highly experienced nursing and health education career of over 36 years. She is a primary member of the WinMil peer-review and editorial team offering depth of subject matter expertise. She also conducts studies, program and policy reviews, and technical reports for government customers.

Ms. Harris worked as a Department of Defense Civilian Health Educator and Program Manager at the U.S. Army Center for Health Promotion and Preventive Medicine and was the U.S. Army liaison to U.S. Department of Health and Human Services Preventive Services Task Force for eight years. She served 32 years in the U.S. Navy Reserve, including two tours on active duty from 1968 – 1972 and 1990 – 1995. She retired as a Captain in 2000.






Patrick Sarsfield Nolan, DDS, DMD
Oral Health 

Dr. Nolan currently serves as an expert oral health advisor for Hand on Health products and as an expert dental education consultant to WinMil.

One of the highlights of Colonel Nolan’s military career was his selection as the first full-time Chief Dental Officer of the United States Army National Guard serving from 2004 to 2006. In that capacity, his responsibilities included the world wide dental health and readiness of the Army National Guard. Additionally he spent thirty-nine years in the United States Army, both active and reserve, with fifteen years of command experience at battalion and brigade level.  In recognition of his outstanding military service, he was the recipient of numerous decorations including the Order of Military Medical Merit and the Legion of Merit.
Patrick D. Sculley, DDS (MG, USA Ret.)
Military Health

Dr. Sculley is WinMil’s senior advisor for military medical readiness and healthcare efforts and provides peer review of WinMil dental content and products. 

Dr. Sculley has had a distinguished career in the U.S. Army serving in a number of senior positions. He retired from the Army in May 2002 with the rank of Major General after 29 years of service culminating as Deputy Surgeon General of the Army, Chief of the Army’s Dental Corp and Chief of Staff of the U.S. Army Medical Command. He is a Certified Healthcare Executive and a Certified Association Executive. He was the Association of Military Surgeons of the United States (AMSUS) 2001 Federal Health Care Administrator of the Year.
Linda Spencer, Ph.D, MPH (COL, ANC USAR Ret.)
Public Health Educator

Dr. Linda Spencer is a public health educator and has worked with WinMil for twelve years as a health communications and social media specialist. Dr. Spencer has 38 years’ experience in the field of nursing and for 12 years directed the Master’s in Public Health Nursing Program at the Emory University School of Nursing. She served in the U.S. Army Reserve Nurse Corps for 26 years, achieving the rank of Colonel.

Dr. Spencer designs and implements educational programs and has consulted on international training and exchange programs including one she is currently implementing in China. She authored an extensive resume of medical articles and publications and is the 2001 recipient of the Florence Nightingale Medal, the highest honor awarded to a nurse by the International Committee of the Red Cross located in Geneva, Switzerland.

Dr. Spencer was on the Advisory Board of the American Medical Association’s National Disaster Life Support effort, and is currently the U.S. Army Liaison to the Community Preventive Services Task Force which is the primary advisory group to the US Congress on preventive services.
Nancy Stark
Web Design and Development

Ms. Stark is a co-founder of WinMil’s commercial arm, Stark Reality Communications. She currently manages and supports WinMil’s online commercial web design and development team. Ms. Stark was an original founder of America Online’s Digital City and contributed to business development and acquisition efforts including partnership development.


Alex Stojkovic
Government Contract Management

Mr. Stojkovic is President of Visiontracks, Inc. a multimedia, information management services provider located in St. Louis, Missouri. He managed the U.S. Army contract servicing medical readiness and force health protection task orders. He also procured and managed a multi-year contract with Elsevier/Mosby Publishing, the largest publisher of training literature for health professionals and recently launched the Safe Care at Home® line of patient and caregiver aftercare training currently being pilot-tested at Barnes Jewish Hospital in St. Louis, Missouri.

Dawn B. Barrowman, BSN and MSN
COL Ret. U.S. Army National Guard (ARNG)
Nutrition and Fitness Consultant

Dawn Barrowman is WinMil’s nutrition and fitness expert. In 2009, as an officer in the Office of the Surgeon, ARNG, she spearheaded Lighten Up! a national weight management program outreach to Soldiers and families and one of the largest nutrition and fitness education efforts ever launched in the U.S. She served as a Lieutenant Colonel with the U.S. Army National Guard (ARNG) and supported the 819th Engineer Battalion, Baghdad, Iraq as a medical provider.

Mrs. Barrowman has held a variety of clinical and leadership positions throughout her career to include: Sr. Nurse Practitioner for Lockheed Martin Corporation in Littleton, Colorado; Chief of Occupational Health for the National Guard Bureau in Arlington, Virginia; Nurse Practitioner in the Plastic Surgery Department at the Naval Medical Center, Portsmouth, Virginia; Medical Operations Officer for Joint Forces Command, Norfolk, Virginia. Most recently she was the Medical Evaluation Board Provider at Ft. Carson, Colorado supporting Reserve Component Soldiers during transition into the Veterans Administration benefits system.

She earned a Bachelor of Nursing Science from Medcenter One College of Nursing, Bismarck, North Dakota and Masters of Science in Nursing from Graceland College, Lamoni, Iowa. Mrs. Barrowman maintains her professional licensure in Colorado and is a member of numerous professional organizations.

Dawn, a native of Minot, North Dakota lives in Castle Pines, Colorado with her husband Rick.
